For me, it's more about context than any particular enemy being scarier than another. Take Draugr, for example: The first time (and somewhat the second) I encountered them in a ruin, they were a bit scary until I got accustomed to their *awakenings*. The next couple of times I encountered them, well, not so much.
Then yesterday I went into a cave (directed by a quest), killed a couple of bears and found a door that led into ruins. I had no idea what to expect as I went thru the door and snuck down the hallway -- there weren't any tell-tale signs indicating what inhabitants, if any, might reside there. So towards the end of the hall, there's a partially crumbled wall at the corner, which I peak around and see that it quickly corners again a few meters away. Suddenly I hear footsteps and heavy breathing, almost a growl, getting closer and closer and closer ... at first I figured it was coming up the other hall around the other corner but it quickly became loud enough to be right next to me but I didn't see a darn thing.
I started freaking a little and backed up the hall a few steps where it was darker, and the sounds continued to fade and get louder as if the entity were pacing up and down the hall I was in ... seemingly right past me at times. I was totally freaked. I figured it must be invisible, but my cursor didn't show any evidence as it seemed to pass nor that I was detected. My sneak is relatively high, but this thing seemed to literally pass a foot or two away from me, nearly stepping on my toes.
I sat there in a half panic trying to figure out what to do. I had no idea *what* it was, only that it seemed to be invisible. I don't have life nor undead detection spells, nor the whisper shout, and was quite flumaxed as I checked my inventory for anything that might be useful. Finally, I had to lean back and just accept that I was scared -- not quite out of my wits, but close -- and that all I could do was retreat out of the ruin or move into the light at the corner and deal with the results. Going around the corner cleared up the matter immediately, though I'm still a bit befuddled at all the circumstances that produced it.
There was a small, partially crumbled alcove around the corner, shadowed by the bright light in that bright section of hall -- the light itself an effective wall obstructing either side from viewing the other. A lone Draugr stood in that alcove, ocassionally trying to walk into the crumbled section of wall at the foot of the corner where I'd been panicking. Because there was an opening at the top of that crumbled section, it made for some crazy accoustics, making it sound like it was right next to me, when it fact it was several meters away around the corner.
Funny thing is, I never paid that much attention to what Draugr sound like, mostly listening for their *awakenings* when I knew they were around. Now I know their sounds intimately.
