Why can't I dual wield shields?

(yes, there's a 'mon that actually uses a Leek as a weapon)

I'm not sure how they could get this to work properly with the bash mechanics, but I'm guessing it would be at the cost of someone using only one shield taking a goodly hit to bash efficacy, and I wouldn't want to see that happen. Now, if they could do it without that I'd be all for it, and it might actually get me to make a shield-user instead of a 2H-wielder for a melee character for a change.

The basic non-Magic weapons are all based off of historic culture and I've never heard of a culture ever using two shields as a main weapon. In game, that would be either ridiculously overpowered or ridiculously underpowered. On one side, you have an inpenetrable defense and can shield bash people to death but on the other side, it would be quite a drain of stamina...

The funny thing is that Skyrim is the only elder scrolls game where dual shielding could have actually worked. You see, the dragonborn can kill enemies with his voice (at least thats what the greybeards say). He could still fight while wielding 2 shields. The nerveraine or champion of cyrodill couldnt. The developers would have needed to add more shouts and a skill tree or some levelling to make it work, and even then it would have looked silly, but wouldnt have gone against the lore (i think).

You can get a perk which cuts elemental damage down by a decent amount, but you can't really block it with just a shield.

But in the skyrim trailer, the dragonborn blocked the dragon's breath only using an iron shield.

The Targe of the Blooded does bleed damage to bashed foes.

Why half-ass it though? Why not just use two maces? Besides, you know that when you have a weapon in both hands you can't block.
