Considering that shields weight a certain weight and that you need two hands to basically do a bash I'd imagine that it would be almost entirely impossible for your character to dual wield shields unless he had four arms if he had four arms he could potentially dual wield shields and be an absolute tank but a whole new race would ahve to be created for this to happen which is something Bethesda would have to then create through lore models and so on this would in turn unbalance the game as some of the mechanics are directed upon your arm length and if you indeed had four arms im done.

and also you won't be able to bash. only way you could attack is if you had 100 and the last perk that allows u to bash everything when you sprint lol

Yes you can - Same way you can bash with ANYTHING in your off-hand. You can block with either shield, then bash instead of block with both.

The reason historical cultures didn't use Double-shields is because it was obscenely OP - the same reason we don't use nukes today. Heck, we still don't use Dual-wielding shield-users... If the Japanese or Germans dual-wielded shields instead of using machineguns, the Axis Powers would have won WWII.

That is why we can't dual-wield shields. :P

If you want to maximise damage output, and minimise your survival chances, you dual weild 1-h weapons.
If you want a mix of both, you weild an 1-h weapon with a shield.
If you wanna minimise damage output and maximise your survival chances, you don't dual weild sheilds. You simply stay at home...

Besides, the point in battle is to kill your opponent before you are killed. No weapon = you cannot kill your enemy before you are killed. So it's a really bad approach...

It would be nice to be able to modify/upgrade my shields to be more of a weapon. I'm currently using either a heavilly enchanted up steel shield (it's now far better than Ysgrammor's, only because I can't upgrade that one) or the targe of the blooded, and I use them very aggressively.

I'm not so sure about dual wield with shields, because I think that the game mechanics might have a bit of difficulty with it, and, logically, unless they are small shields it might be a bit 'un-wieldy' (*facepalm).

On a side note, I came across a spell-caster in a random encounter that used a shield against me recently....near fried my butt, and was bl**dy hard to take down, just quietly....was a really good encounter, as the AI made a lot of sensible moves.

confused turtle did not make the cut for no reason, two targes (small, one-handed, spiked shields) could have been deadly

The inca did, and the mesopotanians (I spelled that wrong) had a unit who would do that, to act as a defense for spear wielding units, who couldn't carry a shield. So actually, some cultures have used dual shields.

you can, equip a sheild and a ward spell

also sheilds take up armor spots, not weapon slots so you cant choose left or right hand

Because they are immensely cumbersome.. and I think going through doorways would be a bit of an issue.

They apparently considered that during the development. It was called the "confused turtle" mode:
