Not sure it will help you, but I had the same problem and found a possible work around. I pushed him part way up the stairs and tried to open the library door on my own. Then I activated him again, and the quest continued as normal.


Bug

Shrine of Talos in Whiterun gives 0% shout duration bonus

Wood Elf female level 34, Nord female level 4.

Same thing happened to me, and the EXACT same fix was successful. Push him up the stairs and he continues. BUT, please KILL HIM, as he is a glitched follower, and will not follow you pretty much anywhere. Redid the quest with the artifact, and well, many other bugs exist. So, whatever.

Uttering Hills Cave still will have bounty quests for it. Despite the leader of the cave never returning after the Thieves Guild mission where you kill the leader and burn the flag of the summerset shadows. Instead there exists a magical floating mission marker.

Level 52, Nord

I only miss the last part of the dragon shout "Dismaying Shout".
Visited all three locations again, Dead Crane Rock, Labyrinthion and Lost Tongue Overlook. The walls are there and I definitely know that I've visited them before. But as other people report I even don't hear the singing voice or hear the wind, the walls remain kind of "dead". Arngeir also has no further words for me, reloaded many times.

let me add the problem with starting a new character
it took an hour to finally get out of the cart
then the game would not advance from there
so i had kept a save from my first character
and used that.. it still took awhile to get the game to move forward

so i promptly went back to fallout 3 and oblivion and KOA now mass effect
i will be back when the game is playable
frustrating..........

Having rare occurences of frame rate issues
Textures will not scale back up, draw distance is terrible
Sometimes during loading screen it takes WAY longer then usual

Those are really the only "major" bugs I'm having...

I hate 1.4 so much.. why did you have to take my textures away from me?!

The "bandits" at Nilheim are labeled as guards and don't attack. I've done 2 bounties so far where I had to kill the bandit leader at nilhiem, and both times they were all guards there, and the arrow to kill the "bandit leader" was over one of the guards heads. I kill that guard and the bounty updates as complete. None of them attack me, except the guard/"bandit" I start killing.

Found the book (in my case it was Fragment: On Artaeum) prior to getting the quest and now it's stuck permanently in my inventory. Quest cannot be completed as the compass simply points me to an empty chest.

Other common bugs I've got include:

- Nirnroot glow stacking

- Louis Letrush clones loitering around the Whiterun stables

Same thing happening with The Waters of Oblivion. Got the quest to get the book, which I already had, so the quest marker is pointing at an empty chest.

Pretty early on in the main quest you are asked to go see the Jarl of Whiterun, he then tells you to go speak to Farengar as he has a project that I could be of assistance with, this leads onto the ''Bleak falls barrow'' Main story quest. I walked over with the Jarl and went to speak to Farengar, I ask him about the quest (Apologies here as I'm at work and don't know the wording word for word) to be told, ''What makes you think someone like yourself could help someone like me? Speak to the Jarl, you will find the Jarl sitting on the Jarl throne like the Jarl always is, not in the Mage's quarters'' but the Jarl is right next to him when he says this.

I can't get past this point in the main quest.



update: i managed to find the bleak falls barrow via looking for the location on the internet and traveling there. after finishing the golden claw quest and coming back to dragonsreach and speaking with farengar, the quest is completed. the jarl is not in the room anymore, some other hooded guy (farengar's apprentice maybe) is there next to farengar. i wish i would have known what the dialogue for that quest was though. can anyone tell me why the need to go to bleak falls barrow? did farengar know that tablet was there and he needed it for something?

In "season unending", Tullius does not mention the peace treaty and keeps asking to join the imperials. The dialog option appears only after joining the imperials.

In "season unending", Tullius does not mention the peace treaty and keeps asking to join the imperials. The dialog option appears only after joining the imperials.
I am running into the same situation and am searching the forums for a fix. Have you found one?
+info: I have remained neutral throughout the game and have not joined either side in the civil war ( both quest options are still available), Ulfric has already agreed to the treaty, I am running xbox360, and have already tried quitting and reloading to no avail (worked for the coral claw quest, but not here).
If you or anyone else has discovered a fix to this, please email me! Side quest bugs such as the bard gear or Petra I can deal with, but this is the main story line!

I can't complete the quest "kill the leader of valtheim keep".
After joining the Companions I got this quest, but had already killed the guy before. Now the questmarker points me to his dead body, but I can't so anything from there on.

Can't end the skooma operation in Cragslane Cavern because I went in there before I started the quest and cleared it out. The people have respawned, and I've killed them, but it doesn't say I've cleared it out.
(This is the quest to purchase property in Riften and leads to you becoming Thane [Misc. quest])

I have a small problem still ever since the first update was added - at the main menu for me it no longer ever shows what version I'm using in the lower right hand corner. When the game first came out it always said what version but now nothing. Also on the Xbox 360, Fullscreen resolution is still wrong whereas all the font is crammed together and tiny, and half of the words in most menus are undreadable and even things don't appear on screen at all.

sorry if its been mentioned before but its very important

the nirnroot glow stacking glitch is bloating save files I have mini super novas all over the ground in my game its causing lag and I heard it may corrupt saved games as well its a very common problem and only gets worse the more hours you log in. there is also another glitch where enemy weapons and shields do not disappear with the body as you can imagine this can also cause save files to bloat

the pc players already have an unofficial patch which fixes this so it shouldn't be too difficult but it is a huge deal for us console players

I've posted this before, I didn't see it in the list. Vikas won't stop following me. He wanted to kill a dragon. When we got there the Dragon was already dead. So he just keeps following me. There need to be a way to tell him to go home, seriously. I don't even play this game anymore because of this.....

Seems like a 'bug' to me, but apologies if this is considered something else: in 200+ hours I haven't once found any expert-tier destruction staves (i.e., staff of flame wall, staff of incineration, staff of icy spear, etc.)

The reason I think this is a bug is that I found a spot in game that produces (seemingly) a randomly-generated staff (the necromancer's tent at Lost Tongue Outlook prior to completing Dragon Rising quest). Yet I've spent at least 30 hours in game *just reloading and trying this hill* over and over, checking this random staff location and successfully getting every kind of staff *EXCEPT* the expert-tier destruction ones.

There are 6 of these in all, out of a total 44 standard staves in the game according to the list of standard staves at the UESP pages for Skyrim. If the table data on standard staves at UESP is correct, these expert-tier destruction staves should appear after level 34. I've spent probably 50 hours on level 36 or above looking for these items, partly checking LTO as described above and partly checking the College of Winterhold / court mage inventories to see if they're sold anywhere.

Seriously, I'm doubting they actually appear in game, and I'm assuming based on the table data that they were at least intended to be in vanilla Skyrim ....

Forgemaster's fingers quest won't start -- talked to orc in the Reach stronghold south of Markarth and chose the proper dialog, but the quest doesn't appear in the quest log.

Whiterun -- ground textures around the blacksmithing shop disappeared and character fell under the shops and houses. It was impossible to walk out of, so character fast traveled to stables and back into Whiterun.

I killed the last Synod Researcher in Mzulft, It wasnt part of a quest, I did it to protect Arcane Secrets due to RP and stuff. Anyway he died so he wasnt vital however I cannot advance my questline, after I go talk to the archmage and he confronts the thalmor and is knocked out of the room the quest "Revealing the Unseen" completes but Containment does not start. This is really annoying since this Character only uses magic and I can not become the Archmage =|

Lvl 35 High Elf

I have zero saves on this Character pre killing the researcher, due to wanting to keep save files down so I do not save over another character. I dont know why in the world there arent different save files for different characters, games from several years ago had that. QQ

You know when you travel the roads and random events happen such as you meet the old orc who killed two saber cats, there is random bandit attacks and there is a frightened women and the aspiring mage. Ok with these encounters if I kill one of them or if they get killed by other means they will not clean up and I've waited I know about three to four months in game time and the enemies have yet to clean up. I have waited over two months in different holds and the bodies are still there, there is one location I can think of by the road in Whiterun hold past the bridge there is several corpses there that have yet to clean up.

Then the other day I tried to display the Orc battle axes on different side of my plaques in a few houses of mine and they do not display on the right or left sides they go straight across the plaque and one orc battle axe is laying right on top of the other.

Then I got my first ebony shield with my same 1.4 character I am having these problems with and I equipped it and tried to put it on my weapon rack and it said I did not have a shield equipped but in the menu it was reading I did have it on. So I tried to block with my arm that was supposed to have the shield in my hand and I held my arm like I was holding a shield: then I tried to bash and my arm was coming the bash animation but there was no shield in my hand, but the menu was reading I did have one equipped

I'm having this EXACT same problem. I killed the bandit leader here on a bounty quest when my character was low leveled (7 or 8). I was given this bounty again now that I'm level 42. Loot in the chests / laying around has respawned, but not one single bandit can be found here. Nothing. I'm also having this issue with many bounty quests that are repeats...you know, go kill random giant at random location. Problem is...they're NEVER respawning. I love to do bounty quests, but now I have a list of bounties I can't complete because there's nobody at these locations to kill. I've heard that waiting a month or more will sometimes help this. I've tried that. I've even waited for months on the east side of the map FAR away from Valtheim Keep. Nothing seems to work.

Oh, and no matter how diligent I've been with frantically pulling every Nirnroot I see, the Rift looks like nuclear fusion happening every single place where Nirnroot was / is, and the massive glow remains after harvesting them. You should see the farm....every casino along the strip in Vegas would be jealous of the light output of this place.

ok, im having trouble with dragons. ever since i got the game at release i had issues with them not attacking but at least they did then even if it was rare. I thought this issue was fixed in one of the first patchs. But a few days ago when i started a new game and killed the dragon at whiterun i never ran into other dragons, 20 hours into the game and the only other dragon i ran into was one from the dragon icon where shouts can be found. other than that no other dragons. i thought perhaps it was that file and started another file to confirm this before i left a message on here. but now almost 6 hours into this file and still no dragons. to further confirm this, ive been on my first file from release date wandering around for the past hour to see if i run into dragons and nope......this is really bumming me out :'(
