I just don't think he could fill Caesar's shoes or he would change something and all the brainwashed Legion who loved Caesar's vision will fight over it. Just speculation same thing could happen with the NCR.

I would try to make alliances with nearby factions, BoS, Boomers etc.... Then, I would try to get some territory like Sloan, Novac etc.... and try to keep reducing the NCR's hold of the area.

I also like the idea of getting Vulpes Inculta and a few others to assassinate Mr. House and give the casinos a choice to side with me or die.

Lanius: hmph.

Weapon makers must start making machetes with actual tips (this sorta bothered me).

Other than that, taking over New Vegas sounds pretty nifty.

If I were in charge of the Legion, my chief intent would be to transform it into a society that was less repellant. This would not happen overnight, however.

I am presuming, reading between the lines, that life within Legion borders is relatively civilized and safe. Citizens of the Legion undoubtedly enjoy a good standard of living, since honesty and hard work are mandated while vices like chem addictuion and alcoholism are not tolerated. Further, they probably have a robust economy, since no one dares to raid or steal within their borders. The crucified skeletons of those who did before undoubtedly motivate all raiders to either reform or get out of Legion territory as quickly as possible. Much as I would prefer to retire this barbaric punishment, it does serve a purpose. I would, however, try to limit it to serious offenses.

Abolishing slavery all at once would be problematic, but I would work to enact measures that would allow enslaved people to purchase their freedom, and even earn citizenship in the Legion. Volunteering for military service would accelerate htis process. Further, I would not enslave any more. Once I was in possession of Hoover Dam, I would halt the Legion's expansion for a time. Holding the dam would pretty much tie up the military for a time anyway.

Equal rights for women would also be a goal of mine, but it is something that would have to occur over time. First, I would allow women to serve in the Legion in subtle roles, such as Frumentari. Once they proved their usefulness, I would place a few in more prominent roles. Once the notion that women were mentally inferior to men disproved itself, a society of equals would evolve naturally. Today's USA, in which women couldn't even vote only 90 years or so ago, is an example of this process.

Ultimately, my goal would be for people to see the Legion for its safety, its standard of living, and its degree of civilization. When this happened, more and more "tribes" would want to join it, allowing for peaceful expansion, with no need to enslave the conquered peoples. The Legion would, in time, become an empire of the sun, rather than one of the wind.

Make sure a certain benefit and punishment system was put for the slaves, and treat them more or less like dogs.
If they behave then they might get some more food or a nicer bed or might even get a far better slave assignment.
If they disbehave then I'll make sure something far worse happens to them then the two women who are mules in The Fort.
You either behave or your punished, severely.

In that case I don't have to feel bad about the slaves being punished, it's their own fault then.

Oh for the actual fights:

Attack the ranger camps with forces large enough to force their withdrawal (let's face it, they're not dumb, they'd just pull back) then destroy the camps entirely before returning to base. Obviously best done with those close to Legion camps, the ones further away can be left.
By destroy I mean destroy or take any equipment, burn the rest to the ground.

No need to kill them, but I don't want them there.

Attack the Mojave Outpost, hard. If possible, annihilate it. We have forces who can circumvent the NCR with ease (swinging down the bottom of the map). I'd like to see them launch an attack there, if it's possible to get a powerful force in proximity without detection, do it. If not a simple raid would suffice, a few skilled legionnaires should be able to kill a lot of NCR and allies there.

Destroy Bitter Springs, hit it hard. Make sure the Khans know it is happening, use it to further cement friendship. It shouldn't be difficult, lightly defended, mostly refugees. It's a ripe target.

Assuming I have the knowledge of it's existence from House, destroy the securitron army.

Hit Freeside. I want them up in arms, paranoid. Attack the Van Graffs while wearing NCR armour, then retreat, attack the Kings with NCR armour, attack the local NCR with Kings outfits on. No casualties on our side necessary. Hit them hard and fast and then bug out immediately. I want them at each others throats.

Take Forlorn Hope out, or again at least hit them hard. I want the NCR trying to supply everyone at once with nothing. I want them panicking and covering their balls so when we attack I can take a sledgehammer to their face.

Keep pushing into NCR territory, keep harassing them. I want perpetual raids, every caravan, every patrol, every person who has seen an NCR soldier I want harassed. They don't need to be destroyed, emphasis on minimising my own casualties but they need to be angered, upset, anxious, worried. I want their fear.
To help this along, set up several more safehouses. The south is my base of attacks, I want the NCR to be pissing themselves whenever they go south of Novac. Set up ambush spots, false safehouses. Rangers will come looking, even when their bases are gone. I want them killed or scared off, not crawling around, finding my safehouses and bases.

Commit more men to Cottonwood and Nelson if we can, just enough to expand a little, set up in outlying areas without stretching too thin (if not possible, fine).

Contact the BoS, offer them some deals, we don't want technology, we have securitrons to offer them. Try to convince them to help raid NCR in exchange for securitrons or assistance in other forms...


Basically, step it up. They fear the legion already, I want them to afraid to move, their caravans to be walking fortresses if they move anywhere, choke them out, steal their resources, spread them thin, make them chase ghosts, destroy their precious ranger's homes. When the battle comes, the NCR should be a shell, barely held together, afraid to go anywhere but backwards. I want Freeside killing itself and if possible the Strip too (White Gloves/Omertas will do it). I want the fiends and khans to destory McCarran.

If I was in command...oh that'd be fun.

The Brotherhood remains the most competent and capable fighting force in the West Coast, they're just too small in numbers to win wars.

Pound for pound the BoS mince the NCR, it's just that NCR's got plenty of troops to pour into the meatgrinder.

If thats true then they copied Legate Lanius. And I think they heavily care about loosing troops, ever slaughtered camp forlorn hope?

When have the BoS shown any ability to run a large government; they aren't interested in any technology without some kind of military application and are even less interested in helping the wastelanders.

Only General Oliver seems to be an incompetant glory-seeker, what about that Ranger Chief Hanlon who commanded the previous defense and lured all of the Legion into a massive trap?

You can't look at the BoS's ability to run a government, because that's not what they do; they are a military organization lead by military officials, not a bureaucracy.

Questions of their competence, or lack thereof, have to be directed at their military policy because they lack a governmental one for the most part.

How in the world did they copy Lanius they were there before he was born. I have never slaughtered camp forlorn hope, why you ask?
