-city populations-- 1:1 guard-civilian ratio. not good. also, can NPC's be programmed to walk randomly around all of Skyrim? that would be awesome.
-lack of diversity in architecture of towns-- (Winterhold, Falkreath, Morthal, Riverwood, Dawnstar etc.)
-no home customization-- I spent hours collecting unique items, knowing that one day I'd be able to decorate my home with them. it turns out, you can't. buzzkill.
-limited voice acting-- perhaps the games biggest weak spot. almost every male character has the same generic "gather round, I'll tell you a folk-tale" voice. I could have gathered 15 men from the town where I live, done voice recordings of their normal voices- no acting- and it would be far more diverse and lively than the grey wallpaper monotone gagfest of Skyrim's dialogue.
can someone explain why company's have deadlines? who benefits from a rushed product- is it a Christmas thing (11/11/11)???
if Bethesda was given an unlimited timeframe to make the best game possible, who would suffer? it would sell more copies, gain more critical acclaim, and leave far more people satisfied (including the developers). if you are already putting boatloads of time and money and resources into creating the game, why not strive for perfection? why not work out every little nook until you have a near-flawless masterpiece? (in other words, wtf happened to Winterhold!? jk;) )
