I will admit, the Khajiit male is really good too. I hadn't thought of them, but I always empty out the conversation topics when talking to them. So warm and inviting to listen to!

A lot of people seem to like this Karliah, I haven't found her yet but I'm looking forward to hear a good voice acting. My favorite so far is the jarl of Whiterun.

1. Paarthurnax - I love the job Charles Martinet did with Paarth. If you think that he's a dragon with not a lot of facial expression, so the bond you feel with him is all in the writing and delivery of dialogue. I got a lot of emotional connection with the patient, resigned manner of delivery he had.

2. Wes Johnson - Can't fault him, and he's practically a meme on his own. The Emperor, Hermaeus Mora and Sheogorath are all so different from each other, and are so distinctively acted. He makes characters iconic.

3. Marcurio - I've just come to love this voice because I love the random dialogue he has, and he does that haughty, playful arrogance so well. The dialogue plus voice acting makes my like having him around.

Every Khajiit in the game.
I feel they've nailed the perfect Khajiit voice, with a nice blend of human and animalistic speeking characteristics.

Could do with more variety though.

I actually love the guards. I almost always speak to guards as they walk past, and I always enjoy hearing their dialogue.
Astrid, Paarthurnax, Esbern, Karliah and Balgruuf the Greater are my favorites otherwise.

I loved Mirabelle's voice, from the college. The scene where she was attacked and I asked her if she was ok.... I played that scene over again just to hear her delivery - commanding yet elegant. At that moment I would have walked off the edge of the bridge for her.

Also, Brynjolf, and the guy who runs Warmaiden's.

However, i agree that Ulfric have some of the best dialogue lines

Karliah's voice actress quite possibly has the sixiest voice I have ever heard.
Cicero was played perfectly.
I like Ulfric's voice too.
The Dragons all sound cool.

Overall I think the voice acting of the game in general is just fantastic. Although a few names characters have the same voice (literally, no changes at all) and that was a little jarring.

Argonians, Khajiits and Karliah.
I think Khajiit sounds quite impressive, while the male Argonian is too... I don't know, human? Ordinary human, that is. I much prefer the Argonians in Oblivion, they sounded more like beasts.

I second Heimskr... I actually find his constant presence in Whiterun reassuring. When he disappeared from his post and started hiding out in the Bannered Mare after the Imperials took over Whiterun, I missed his sermons so much.

General Tullius and Ulfric are both very good as well. But Karliah's voice is just flawless.

Definitely Heimskr and Ulfric. Both do a great job at passionate voice acting

But unlike most people here, I also toss one in for Tullius. I don't really like the character, but the voice suits him well. It has that weary, almost hopeless quality to it. The sign of a man who's had to follow so many orders he's disagreed with and has to sit by while the nobles allow the continued downfall of the empire. By the end of the imperial questline, his voice becomes a bit more hopeful. I think he expects great things out of the DK for the empire and hopes he'll be the one to revitalize it.

Also Nazeem. Any voice actor that can deliver a line that makes you absolutely loathe him with just one sentence is rather great.

At least we can say the voice acting has improved much over Oblivion now that video game voicings aren't seen as just throw-away parts by actors.
