If it's something you might use later (materials to build) sell it to an establish merchant in a town.
Else, sell it to anyone who has the dialog option "Do you have anything for sale?" or "Let me see your wares."....

If you don't want to sell it, as soon as you rent or buy a real room (not at campsites or trailers) you can leave stuff there and come back for it later on in the game.

I can't tell you more or they will move this great thread to "Spoilers" because I provided specifics.

Yes, and if I remember correctly, the romans IRL pronounced it Kai-Zar not Ceasar as well.

I find it awkward, and somewhat confusing. I keep wishing I could ask NPCs "Are we talking about a Romanesque dictator or a German nobleman from the early 20th?". Or bop them over the head.

Yes! As long as you enter into a new loading screen through a door. Closets, dressers, sacks, and even those moveable boxes are safe to store items.

You should check the fallout wiki. I think the bulk has more ware and tear on your weapon

I think you are able to play there, as long as you've completed the main quest related to Primm and spoken to Johnson Nash afterwards who can be found in the Casino. I think you then need to wait for 3-6 ingame days before the Casino opens for business.
