Im someone who needs explanation for these things, all the things listed can be explained (except the lone wanderer tranferring his skills with a BB gun to say, a rocket launcher, but i just made a save at the end of the vault and pretended it never happened with subsequent characters).
Its just a little unnecessary IMO, and again i really cant wrap my mind around as to why it would be happening, someone following me around with all my gear from locker A, getting ready to put it into locker B just before i use it is absurd.
This sort of thing works fine in a game like Resident Evil due to the limited inventory space and the linear style of the game but in an open world sandbox game it is just unnecessary, we can store things pretty much where ever we want, and thanks to fast travel it is very easy to travel back to our stashes.
So i still say no, i dont like the idea.
You say they can be explained but you didn't explain them. How do any of the heroes in Fallout, the Lone Wanderer especially, go from weaklings to badass super soldiers in just a few short weeks/months? How can stim packs bring you back to full health right after you've been shot in the face by a rocket launcher? How come time runs 60 times faster but nothing in the world moves 60 times faster? How come the entire world pauses when you access the Pip-Boy?
This is a game, plenty of features break the suspension of disbelief to trim down on tedious and unrewarding tasks.
This would only a problem in hard core in which case it can be disabled or there could be an option where you have to pay a fee to have someone bring you your stash.
Which begs the question of why they need couriers, when the people carting your stuff around for you could pack whatever you're supposed to be delivering.
The explanation is as weak and flawed as the idea itself.

Why does the Postal service have several different options for delivery? Why choose express shipping when ground shipping will do the same job? Oh right, because not everyone can wait for their delivery. That's why the service needs special couriers. The standard courier service isn't fast enough or can't guarantee the delivery of a high value item.
And as I said before, if you're not willing to accept the suspension of disbelief necessary for a stash then why do you accept it for things like leveling, healing, game pausing, saving, loading, etc.? It's a game, plenty of features are added to make things less tedious even if they break immersion.
Fast travel completely negates this idea. You can't fast travel between Acts in Diablo II, and essentially there is only one "box" in each of the "worlds" anyways.
Except that you can fast travel between Acts in Diablo 2.
Also, as I said before, it saves time just like the quicksave/quickload option.
