Wouldnt mind seeing some intelligent mutants (which we will) but my understanding of the fallout universe is that they were trying all these different strains of FEV trying to get around the problems that they had with them. I wouldnt be suprised if in the future FO game we encounter yet another strain of FEV.

Now I dont mind the mutants being dumb as bricks but I would like for them to have enough intelligence when it comes to combat. Have some of them where they try to flank you and shoot you in the back. Yea some wont like it but I am sure some didnt like how every time you came out of a building or subway you were jumped by the mercs or the rangers trying to kill you.

In F1, the Master svcked the mutant's brainpower to feed his psychic mind or something. That's probably why they were dumb in F1.

A good excuse for the super mutants in Fallout 3 being dumber than the ones in Fallout 1 and 2 is that they live in D.C where the bombs hit directly,so the radiation probably melted a good percentage of their brain cells.

The problem with the differing FEV strains is that initially according to the overall plan/canon all of the FEV was located in the Mariposa Military base, although that then changed when Bethesda made Fallout 3 and added another location which had FEV, Vault 87 although by the time of Fallout 3 the stores of FEV in Vault 87 according to what I could find out had all but run out.

The smart Super Mutants were made from humans who had not had a lot of exposure to radiation or the FEV so there aren't that many of them.

However, the NCR does recruit Super Mutants, both the smart ones and the dumb ones.

I like my Supermutants dumb. Sure, I would like to see a leadership that has some sort of intelligence, but the average Supermutant should be dumb.

I mean seriously, man in Fallout 3 all the super mutants were incredibly stupid.. In fallout 1 they were at least superior in terms of intellect ...

Most supermutants get stupid by the FEV and it's known that only a few are left capable of a high intelligence, so no surprise really. And in FO1 it was only the master and his lieutenant who were the only exceptions. And finally in FO1 the theme was mainly about the master and the supermutants.

I wished the supermutants would get a theme again (questlines, story around them, etc.), then we would see some creepy intelligent ones again. But we have so many major factions that need development (BoS, NCR, Enclave, Supermutants, Ghouls, Commonwealth) I don't know when the supermutants will get their time again.

I would like to see a better supermutant development in New Vegas with a hint to an upcoming supermutant threat with new aspects or a revival of the unity project. Although I would rather like to see a better ghoul development and the Commonwealth. Maybe all will come with FO4, but I don't think we will see it in New Vegas.

WRONG!!!
http://fallout.wikia.com/wiki/Uncle_Leo

Uncle Leo, while having an awesome name, is pretty useless, he dies fairly easily against the wasteland critters and usual raiders and he does not have much to his personality so no he isn't wrong.
All Leo did was walk around endlessly until he got killed so Fawkes was the only east coast super mutant worth a damn. ;)

About as smart as Fawkes? Whaaaaat? Fawkes could pull together proper sentences and was knowledgeable about history, because of being stuck in that vault for so long. Harry was... Harry.

And im pretty sure that smart super mutants are made from the untainted FEV virus before the great war started, once the FEV got contaminated with the radiation is when it made stupid super mutants.

Nah.
You could take untainted FEV virus and apply it to any wastelander and it would still result in stupid super mutants.
What you need is untainted people.
All creatures in the wasteland have been infected with an airborn FEV strain that's mutated with help of the radiation.
So.
To make a smart super mutant you need FEV (I don't think it matters if there's some radiation in it) and a pure human (Vault Dweller, Enclave).

You do need a pure human aka a http://www.youtube.com/watch?v=Y97_Wz4fAtA&feature=search. That's why Lou is so excited to see you, the Vault Dweller. That's also why he wants to know where the Vault is, because it contains houndreds of prime normals. Imagine the mutant army they could build with them!

The West Tek research facility is hit by warheads, breaking open the FEV tanks on levels four and five and releasing it into the atmosphere. Once exposed to radiation, it begins to mutate and infect humans and critters in the wasteland and dooming the player character in F1 and F2 to endure hordes of random encounters.

soooooooooo explain this one for me then????????

Just note that the Master and Lou had different opinions about what makes a Super Mutant intelligent instead of dumb.
Also note that there's no canon explanation on who was right.
EDIT : For more information, of course, The Vault is the best place to look at :P
