There was one dude who I kept killing and he kept coming back... At one point he even had a twin next to him while infront of the Whiterun Stables. Last time I saw him was... In Riften. He charged me from behind with an iron dagger and got beheaded... Again. Crap, what was his name.... The only way to say where he's from is from a random encounter where he gets killed by Maven Blackbriers men for not paying up. I think his name starts with a L...

She's Temba Wide-Arm. I try to avoid her with every character because she want me to hunt as many bears as I can, and I just don't want to encounter bears in my way.. They make really loud noises compared to the other creatures :stare:

2-3 person groups of the Companions can show up fighting things in various places, and I've seen it enough that I don't count that as an unusual encounter anymore. (It's probably also intentional, considering the nature of the Companions.)

IIRC, the first time I saw them out and about was near the dwemer ruin in which Peryite's quest takes place, tangling with a group of forsworn.

I have seen that group of drunken revelers being attacked by frosties and a dragon in the middle of nowhere

I was on horseback riding from the college of winterhold to Windhelm and no joke, a DEAD HORSE fell from the sky! I think a giant must of attacked him :confused:

. And this must of been pre-giant hitting you into the air-patch.

After leaving Helgen for the first time I went towards Falkreath instead of Riverwood. General Tullius was standing in the middle of the river right next to the road, and then he proceeded to walk (I assumed to Solitude). Also, I don't know if this is finding NPCs in an odd place per say, but when I spawned after fast traveling to do one of the quests I was instantly surrounded by like 10 guards. I had a pretty big bounty of course, but it was crazy.

Oh and I've also seen three Louis Letrush's near the whiterun stables. One was halfway stuck in the ground.. wierd bug a guess

I found Aela the Huntress randomly walking along the road in whiterun... which is weird becasue shes my wife and I dismissed her AT my home several in game days earlier.

Remembered another one. Had a bounty in solitude when I went to

assassinate the emperor. Just outside his room who shows up but a solitude guard come to arrest me for a 50 septiem bounty.

This makes me hope Bethesda is working on giving NPCs some sort of pathing to give them reasons to go outside their normal boundaries.

I was in Riften,going to the stalls and I saw a body flying through the air and go through a building. O.o
