They optimized the game for the xbox hardware, and it runs very good on the xbox.
That is true, however, for whatever reason, Skyrim does not run on the PS3 very well, which has upset many people. If Bethesda wasn't going to take the time to properly port the game to the PS3, they shouldn't have even released it on that platform. I'd rather have nothing than waste money on a poorly-running game.
Is this the same IGN that gave Skyrim a 3 page long 9.5/10 review and Editor's Choice award?

The article the OP posted was about IGN saying Skyrim on the
PS3 was a screw-up. Those articles you linked only talk about the
Xbox 360 version. It's a known fact that PS3 users are having multiple, game-breaking problems that Xbox users are not experiencing (or at least not as frequently).
