In response to those speculating over console mods for skyrim.....
The likelyhood of mod's on the xbox and ps3 anytime soon, e.g in skyrim's lifetime, is highly unlikely. The Xbox and PS3 are both run by companies that like to regulate player created content like mods. Simple map editors such as "forge" in halo do not pose the same kind of problems as a game like skyrim for the tools provided are extremely restrictive.
If mods were to become available to the xbox/ps3 community sony/microsoft would loose the proffesional style content control that they have at the moment. The "safe family fun" aspect of the console would be demolished as young children can quickly gain easy access to nudity mods ,ect. This is why mods will not be coming to the 360 and ps3. Todd appeared to be being hopeful for the future but making sure nobody thought that mods were soon on their way.
Something I think would be very cool is Bethesda selecting exceptional mods each month or so that had been reviewed and checked for "dangerous content" and then putting each piece on the marketplace/psn store as free/cheap dlc. Examples of content they could add: wild werewolves, realistic lighting fx, Quest Packs, unofficial patch, new spells, ect. Content that would not "break the game" but simply enhance it or give it more longgevity and depth. BETHESDA, IF YOU ARE LISTENING......
