There's a simple solution to this:
The game needs to have a reputation system. It already has one but needs to be expanded. Breaking the law gives Dovahkiin negative rep. and puts a bounty on his head. The opposite should be true for positive acts: Killing Dragons, Becoming Jarl (currently completely useless), Helping Citizens ... etc. Reputation should stay region-specific as it is. There a should be a scale of reputation which the game should indicate to the player with a list of crimes he is notorious for in given regions with bounty for each crime, the ultimate rep should be "Hero" where all know that you are the Dragonborn and many status points in-between, witnesses of heroic acts would spread the word of your heroism just like they do for the crimes you commit. This is just a quick idea i had a while a go and thought I would share, I will probably think more about this in detail and do a proper write-up of the concept. I don't think it should be terribly hard to implement it in the game. Possibly by Bethesda themselves but it begs the question: Why did they not do this to begin with?
I agree with this. Eevrything seems a little too static. One thing I wish they would have done, which I know would have been quite a feat, and more than likely incapable of being implemented, is to seriously make the dragons a threat. Like a REAL threat. That if you don't deal with these dragons, consequences would happen. The land would change, people would die. houses would get burned to the ground. You know that live action TV commercial for the game where it shows the towns people screaming in fear, but here comes the Dovahkiin to save them, if he decides to walk away...the fate of that town is sealed.
Thats What I wish they could have done. made your actions matter more. I know that is kinda hard for them to do, perhaps next time, as it stands, those holds will be there in the state they are in form beginning to endgame no matter what you do. Whiteruns walls will never Crumble completely. Winterhold will never completely vanish from the mages colleges dangerous experiments. Riften will Always be corrupt, Markarth, morthal, and Dawnstar will still not be important at all. Solitude Will still be the capitol, and Windhelm will still be full of racism and grief.
I can dream dammit. But I still think this game is really damn good as it is right out of the box.
