So wheres the sabotage of economy and replacing of shopkeepe

This is why I don't follow games so closely until they're actually released. As a developer you're never going to be able to include every single piece of content you might want. It's physically impossible unless you want your games to cost $200 a pop and wait 5-10 years per release.

This is why I avoided most of Skyrim's pre-release hype. I learned my lesson with Oblivion.

Booo. Drunken Huntsman owner is a good chap. Leave him be.

You really think he is a good chap? He put a hit out on his own brother...

...who's a drunken idiot who was running the shop into the ground. Not that the guy actually says so, but it's pretty heavily implied.

As for the sabotage thing: I heard about that too, but I figured it wasn't actually going to happen. As a result, I wasn't surprised when that turned out to be the case, although I'll admit I was still a little disappointed as it would have been fun to be able to influence the merchants that way. It would have opened up some additional possibilities too, such as coercing the local merchants by threatening to cut off their supplies, or diverting said supplies from one Hold in order to inflate the stock and bankrolls of merchants in another. They could have even tied that into the Civil War quest lines, with missions to sack/escort supply caravans or blockade/resupply various villages/towns.

They did always say it was going to be a very minor aspect if the game, so I'm not too bothered that it didn't actually make it in. As for people taking over shops, that definitely does happen to at least some. Maybe not all of them are replaced, but I have a newsagents and pet shop near me that have been closed for more than a year now because there is no one to take them over, so that's actually realistic.
