I'm not sure what you are getting at with "There's a lot more light armors that can not be improved through perks..." since as far as I know you can have legendary fur if you wish. Not exactly sure what the "improve them twice as much" in the perk descriptions means, since if you have 100 smithing and you make fur armor and improve it isn't it legendary anyway?
When it says "twice as much", it means "the bonus is doubled". So, if without the perk the improvement is 20, with it the improvement is 40

The solution to people thinking you can get deadric after dragon armor is to not connect the two together and make dragon armor light armor only, this evens out the armor set aswell.

But even with this weapon smithing is a mess.

in my first(only) play through I focused on heavy armor and I had to ignore all weapons from light armor perks and orcish weapons. I also missed out on steel plate armor because that perk is stranded in between the light armor perks.

I like that in skyrim you can make your own armor sets and weapons so that you don't depend on loot but I'm not a fan of the perk system.
