Actually, you can get free casting with 6 perks and a top store bought potion.

As to free casting, why not? It's obviously intended by the Devs (at least in one school) because of how the numbers work out.

Intended does not always equal good for gameplay.

Then I don't agree with the developers then. Armor damage reduction cap but not a magic cost reduction cap? IMO they should be the same.

Same problem with Magicka and Stamina.

Spells can't be cast if you don't have the required Magicka.

But Power Attacks and other Stamina based actions only need 1 Stamina to be performed.

Makes no logical sense.

So maybe the solution is changing the perk system. I love how FO3/New Vegas handles perks, maybe something similar would work for Skyrim?

It would necessitate bringing back some sort of stat system, i.e. FO3 SPECIAL system. Instead of perk "trees" or constellations, perks could each have their own requirements. Some requirements could be as simple as being a certain level, while others could be a combination of level, stat level, or skill level.

To get free casting reuires 8 perks in enchant so its hardly cost free.

You are right it takes 8 perks to get free casting, so there is a cost, but those 8 perks (plus the fire/frost/storm perks from enchant) are included in the 56 perks I mentioned above, so a mage can easily get free casting plus pretty much all the other meaningful mage perks. Your 8 enchant perks obviate the need for 17-20 cost reduction perks from the various schools, and if you take enchant in lieu of any of the cost reduction perks you can be a jack of all trades mage that is best at every school of magic, by about level 57 or so.
