For the Specialisation, the way I see it is that you would do at least the basics of that at character creation and the post creation increases are used to help balance your special build.

well once we playthrough the game once, it will be easier to do a SPECIAL taking into consideration a 1 point state increase for each special stat, we'll be able to plan ahead, but the first playthrough won't be like that, i'll adjust my special stats in consideration of the one point to each stat increaes later on, so if i only want a max strength of 5 i can put strength at 4 intitially when i start then will get the point stat boost later on to make it 5 and thereby giving me more points to put into my other stats, and it will work like that for each stat, but initially the first playthrough prob won't work like that.

I don't like it. The reason it made sense in Fallout was because you were on a time limit so A: you couldn't just gather tons of money over a long period of time and B: each surgery took a while. The cost was more associated with the time involved rather than the money involved. In New Vegas there is no such time limit involved (there wont be, trust me), making the implants cheap regardless of how expensive they are.

There was only a time limit until you got the water chip. There was no time limit by the time you had the money to actually pay for the surgery from the BoS.

I hope we get some fun dialogue option with a bad barter skill like "How about 500 caps, 12 10mm rounds and a gecko pelt?"

Yeah that sounds much better. The first idea of 50-100K is much too high. But the time that much is saved up it would be game over. Even 10-20 for 1 is too high. I'm thinking 2000 max for 1, or xxx number of caps plus certain item(s). Unless there's some way to make a lot more caps in NV beyond the casinos. In F3, I don't think I had/spent more then maybe 20K. I was a bit of a pack rat when it came to every weapon and armour found. Perhaps if I sold everything I'd make more, but I'd rather explore than grind for an implant.

Well increasing SPECIAL shouldn't be something that's given to us for nothing.
Maybe increase the amount of money per point.
You can increase all SPECIAL by one point.
The first point costs 3.000 caps.
Second one costs 6.000 caps.
Third one costs 10.000 caps.
Forth one costs 15.000 caps.
Fifth one costs 20.000 caps.
Sixth one costs 25.000 caps.
Seventh one costs 30.000 caps.
Total sum: 109.000 caps.
This way we could get the first points fairly easily but in order to raise your entire SPECIAL you need to work like a mad man to get it.
I know that it seems like a crapload of money but why should it be cheap?
I don't think that the first points should be too hard to get but getting the later half should be extremely hard IMO.
But it all depends on how the economy is in this game.
But if it's anything like fallout 3's then I want high prices for these upgrades.

Better yet: Start at 5K then double the cost +50% for each point after that.
1: 5.000
2: 15.000
3: 45.000
4: 135.000
5: 405.000
6: 1.215.000
7: 3.645.000

Your statistic was way better, we could even have an achievement for the last one. :D

And it serves the function to have something to spend your money on (Something a lot of people complained over in F3)

There was a time limit. Eventually the Super Mutant army would conquer certain towns until they were all gone.

But the second time limit was removed in patch IIRC.
