The Vault's preview of New Vegas : part 2

IWD2 was a 3E D&D game. I didn't design that mechanic.

Because it removes decision-making from high end armor. "Would you like to wear power armor or some other armor that is worse in every practical way?" is basically the question asked in F1/F2.

Again, that's not the point. If I, as a designer, have the ability to balance high end armor so a player has pros and cons for wearing one suit or another, why would I not do so?

Pros and Cons of an armor are what I like about RPG's. My favorite character I use is a sneak assassin or a sniper and the idea that I can equipment PA with no side affects to my sneaking ability makes no sense. That said I would like to see a Gillie Suite in the game.

Why not? Even if there are cameras in the helmet it would likely be disorienting to the user. I think the Charisma implications are pretty obvious.

Well, from a gameplay perspective, you can't make PA svck too badly or you'll end up with nobody using PA instead of everyone using it; neither situation is a good one.

Mind, I'd make the helmet have a CHA penalty because you can't see facial expressions (which would naturally make it harder to project charisma), but the suit itself is just big and powerful.

A perception penalty makes sense too but only for the helmet because it cuts out three of your five senses (taste/touch/smell).
