I don't really mind underwater combat either way. Yeah, it makes me stop and scratch my head whenever your character swings a sword underwater without massive resistance (Though, I would think if you angled it just right you could get some nice hydrodynamics with the blade's edge. I dunno.), but I also scratch my head when my character swims in heavy armor, or carries 300 pounds of stuff on him (Time Lord pockets?). I'm not really bothered with underwater combat as a gameplay mechanic, and I'm not really bothered that it's not there anymore. I could take it or leave it.
However, since Skyrim already lacks underwater combat, I kind of dig the idea of throwing in deadly sea monsters and not being able to fight them until you get back to land (Or if you're on a monster hunting ship. That would be pretty sweet). It would add an element of suspense when going for a swim. The only downside is that a lot of people probably wouldn't like that feeling of helplessness and it would discourage them from going into the water, and encourage them to whine more about bringing back underwater combat. Even if they did bring back underwater combat, it could still be pretty suspenseful. You can't see very clearly, and you'd never know when a big nasty something could pop up right in front of you.
I also think Argonians should have some kind of underwater attack, whether they have full-fledged underwater combat or not.
