I don't mind it, and a lot of times I like it. Granted, the in-game reasons tend to be... lame at times but if it's creating an interesting challenge for the player (like Dead Money) then I'm all for it.
Especially in open-world games like Fallout 3 and New Vegas. Not only is it really easy to have a humongous weapon arsenal towards the end levels, the leveling is also set up so that you become kind of a god when you're nearing level 30, combining the weaponry and skill levels.
It seems hard to create challenges that "feel good" at higher levels like that. I want a challenge, but I also don't want an entire DLC packed with Deathclaws or some other creature that are supposed to be "rare". I also don't want bullet-sponges.
With the level cap raises in the DLCs, the challenge level is what's most worrying to me. I assume that the DLCs will be geared towards higher level players because of the cap raises and I have doubt whether they'll manage to keep the challenges fresh. Dead Money managed it well, but a lot of that was due to the environment itself and while I really liked this, it's not what I want for every DLC.
