You contradicted yourself. A culture's version of a sword IS a distinct weapon. No other cultures use it. It is distinct.
If there are Redguards, there are Redguard smiths, and if there are Redguard smiths, one of them wrote a book on how to make Scimitars. Besides the simple fact that, If I can upgrade a scimitar, and make ebony weapons, I can make an ebony scimitar. Did you ever see "The 13th Warrior"? Antonio Banderas' character shows a Nord how to make a scimitar. The movie is fantasy. So is this game. It's not illogical

A sword is a sword, though, whether it's a Talwar, Pulwar, Sabre, Claybeg, Arming Sword, Gladius, Falcata, Estoc, Spatha, Katana, Daito, Machete, or any other type of sword.
At least the Scimitar's a Steel weapon with the damage of an Elven weapon.
The reason there are no Glass Scimitars is the same reason there are no Daedric Zweihanders or Iron Claymores - Every tier of sword is a different type of sword. Except Steel, which gets three different types.
