The way I see it, and it's complete speculation on my part, is this. The PS3 is the problem child as far as Skyrim is concerned, from what I remember it was the console with the biggest problems from day one, from "really" bad texture issues to frame rates going through the floor due to virtual memory and cache usage as the save game file size got bigger. This may be some of the reasons for update and the Dawnguard delay on that platform.
As for the PC version, there are now a lot of mods out there, some of which are really incredible in scope, so much so that official updates can cause all sorts of instability problems. Update 1.6 screwed with dialog changes made by the Unofficial Skyrim Patch so much they have now released a 1.05b and now a 1.05c beta version to address the broken quests due to the dialog changes for instance. The mods may be the cause for the delay of Dawnguard on that platform.
Bethesda should issue a statement regarding Dawnguard release on these platforms though, if only to stop the wild speculation that I've read here, I honestly can't see Dawnguard being exclusive to the Xbox, it just doesn't make ecomic sense to limit your product to one platform. My take on it is the Xbox version was the easiest and least likely to cause problems on implementation, if you can also get Microsoft to pay a little extra for "exclusive" release then better still.
I may be totally wrong, I guess the end of July or so will tell, one way or another.
