First, I think we need more books.
Second, I think I have an idea for how to get those books.
Now, Dawnguard had only a handful of new books in it. I've noticed that a lot of the people who do fan work for this series are really talented. Why pay someone to write when you can have a community contest? I've even thought up a set of rules.
1. Length requirements
There could be two categories. The minimum requirement in general would be 2500 words, a very short story. The short category would be 2500-7500 words, the general rule of thumb for "short story" length. The longer category would be 7500-15,000 words long, the "novella" category. When submitting for this hypothetical contest, you would have to say up-front which category you are submitting for, short or long, so the judging could be split likewise into two categories for efficiency purposes. More on that in a minute.
2. Content
There would, as above, be two categories. "Stories" would be a secondary narrative, such as the http://www.imperial-library.info/content/argonian-account, http://www.imperial-library.info/content/dance-fire, http://www.imperial-library.info/content/lord-vivecs-sword-meeting-cyrus-restless or http://www.imperial-library.info/content/real-barenziah. "Treatises" would be things like the http://www.imperial-library.info/content/36-lessons-vivec, http://www.imperial-library.info/content/boethiahs-proving and http://www.imperial-library.info/content/sithis. Those talk about Tamriel and what's up with it. As before, you would distinguish as you submitted.
3. Accuracy
This is only vital for the "treatises." Something that is absolutely in conflict with lore would lose, even if it was good writing, or if it was so good it won there would be a "preface" by another in-universe scholar saying it was a discredited theory. Perhaps even the fiction would get that preface as well, if it was that bad lore-wise, like saying Argonians were a breed of Khajiit.
4. Victory and Prizes
Well let's see if you've figured it out. My hypothetical prize would be that there would be four winners, the best treatise and story of the long and short category each. The winner gets their work in the DLC and credited in the credits, possibly even a signed copy of the eventual GotY edition. YOU WOULD ONLY BE ABLE TO SUBMIT ONCE. So no, you can't win all four. Be careful when you submit and count your words carefully, Bethesda is busy enough without people not following rules.
I really hope that happens.
