It requried abandoing half a province, who fought just as hard as the Empire against the Dominion. He shouldn't have even considered it. If he didn't think the Dominion could be beaten, it's a message to the provinces "we will sacrifice you to keep the Empire whole."

Hammerfell did not 'fight as hard as the Empire' because Hammerfell was part of the Empire. Moreover, Titus II did not 'hand over' regions of Hammerfell because at the time, those areas were already occupied by Thalmor forces. Titus merely formalised that fact. This may not have been the wisest decision in retrospect, but he did not suddenly toss unoccupied areas at the Thalmor, hoping to appease them.

And if there is one thing that Elenwen, Titus, Tulius and Ulfric would all attest to, it's the fact that the WGC was never intended as a permanent peace. The WGC is a temporary measure, a pause button on the hostilities between the Empire and the Thalmor.

Fine, they fought as hard as Cyrodiil. You know what I meant. And those areas where most of Hammerfell's port cities. Six out of seven, to be exact. And over half their cities. That would prove to be very, very helpful for the Thalmor in the next war. They could keep their troops well supplied, and wouldn't have to cross into Cyrodiil to enter Hammerfell in the next war.

It doesn't seem like a wise decision.

Note that Hammerfell also borders every remaining Imperial province. If they controlled that, they could more easily pick and choose where to invade next.

Edit: Of course, it would only work if they controlled the entire province. Which they failed to do.

I find it interesting how Ulfric (or the Empire) allow the East Empire Company to remain in Windhelm. They're willing to trade with each other, at least.

after finishing the stormcloak campaign, and the imperial campaign weeks prior, I get the impression that Beth will be making the Moot an event in the expansion or a DLC. I also get the feeling it won't be called until the main quest is done, and it might end in the Dragonborn becoming High King/Queen.

Either way, I'll have my private army of Companions, Mages, Thieves, Assassins, Mercenaries, Housecarls, and other followers at the ready to wage my own war for the rule of skyrim.

That would be cool. One can only hope. Personally, I'd like to see something like the end of Dragon Age Origins, but more elaborate. A game in itself.

Well.... but knowing Beth, if this winds up as canon, the Dragonborn WILL be Nord. The fact that 90% of the player-base doesn't play Nords notwithstanding (yeah, I just pulled that number out of the air, don't tase me....)

saviour of skyrim? dragonborn of legend? harbinger of the companions? champion of the civil war? archmage? thane of all the 9 holds? listener of the dark brotherhood? "leader" of the blades? guild master of the thieves guild? Are you kidding me? With the amount of influence, both public and back alley, political and magical, and the respect the player garners? and you DON'T think the jarls could nominate their saviour, their champion, the last freaking dragonborn, someone who can arguably percieved as the living reincarnation of talos himself, to the position of high king of skyrim?

well im guessing the reason why in the dossier stating that the Thalmor dosent want either side to win is because
A. U will have a sizeable Empire to deal with when the peace goes down id u side with the Empire.
B. The thalmor will ahve a constant threat of attacks and enemy from Skyrim BEFORE they are ready to get back into the war game, also having to worry about homeland attacks. Plus no matter who they go against "empire/hammerfell/high rock/hell problemly even to try to reclaim the burnt up remains of morrowind" they will have the Nords to deal with alongside whoever they are fighting.
