The fact that the OP compared TES Dwemer to usual Tolkien Dwarves makes me think this was either a trolling attempt or the OP knows too little about TES lore to be able to suggest anything.

Okay I know a solution for this but it'd outrageous and it would be dlc cause every TES fan would rage(meaning me)if they added before release cause it would be delayed another year or so they add a whole new CONTINENT that was supposedly full of the same races and all the stuff that happened on tameriel wouldn't matter cause its a whole new i will say again CONTINENT so then and only then could ZOS add races like dweller or falmer ect this is the only way i know that dweller could be added without breaking lore but I highly doubt they would do this because of the length of time tooken to make ESO it would just be easier to make a whole other game with the same engine
