Steam only does exactly what you allow it to. It's actually a powerful interface as far as game shop/game server/download servers go...
The problem is that some folk are setting steam to not automatically update and steam is automatically updating (skyrim) regardless that the user has set the game to not automatically update. Steam good? Steam bad? Both and niether apply in some peoples opinions. Opinion is opinion though and fact is fact - steam does not do exactly what you allow it to - or more correctly - steam does what you tell it not to do regardless of what you want and it is causing major headaches for some users.
No it doesnt. For example, I had Shogun 2 set to not auto update. They came out with a patch and while Steam didnt "auto-update" it wouldnt let me launch the game until I installed the patch. Its done that twice now with Shogun 2, its gotten to the point where not only do I have Steam disabled from Windows startup, but when I do launch it I need to set my firewall to block all traffic just to make sure Steam doesnt screw with me.
Its done this with Skyrim too. And it was even worse a few months back, it wouldnt save any of your per game settings(every time I booted a game up, it reset the settings to their defaults on the next launch).
Case in point!

Good point. The fact still remains that steam updates skyrim (for some users) even whe the user specifically sets steam not to update skyrim and this is causing problems for some users.
Or because an update was pushed without knowing...
This is the issue here. We are forced to use steam for Skyrim but we are given two relevant options to counter possible problems. First we can run Skyrim with steam in offline mode - this works a treat. Second we can set steam to not auto update skyrim - this, evidently, does not work for some (or many) users as steam goes ahead with the update.
