We can all speculate about a release date until the actual release, but the fact of the matter is Bethesda has a contract with Sony to make this content available to PS3. I have no actual evidence of this, I am only making an inference given what has gone on, and to my knowledge contracts are always present between game developers and the platform owners.
If Bethesda had a say in it I'm sure dlc support would have been dropped for the PS3 long ago when they knew the game did't even work properly. Bethesda shows little interest in appeasing fans that want the content and give very few updates. They are pissed that it doesn't work not because they keep getting bombarded with angry fan mail but because they are fed up with having to fix something they don't know how to. Bethesda probably signed a contract long ago with Sony agreeing to give them a game on the PS3. If Bethesda were to just drop the dlc support and the general fixing of the performance of Skyrim itself they would be committing a breach of contract; allowing Sony to take legal action against them and condemn any future business with Sony. Bethesda cant afford for this not to work not only will they loose customers of their own future products but Sony will sue Bethesda out that rear because of the contractual requirements they have not fulfilled.
At this point, with so few updates and lack of apology, or any attempt to make this right; I don't believe it is my job to find supporting documents, or statements for my assumption. I do believe it is Bethesda's job to shoot down such accusations or admit this is the only reason that they have continued to work on Skyrim for PS3.
