Um...no they aren't......other than being manual and incorporating What skills should already be doing no...they aren't anything extra because without them there would be nothing in terms of making your character.
Before perks, the only thing we could do was level attributes. Every level we were given points to distribute. After distributing them, we received an intangible increase to
something- speed, strength(damage), sneak, etc. They were only numbers, but necessary to increase your skill and utilize restricted items in the game (spells, weapons, etc).
Perks don't just add extra damage. They add additional ABILITIES. Skills never did that. Some of those abilities add additional gameplay animations. Skills never did that either. Perks are also limited, meaning you can only take so many so you have to strategize and choose a path for your character. Skills never did that either- you could max them all by paying a trainer.
You want to try and argue that again?
