Sorry, I discovered that New Vegas gives you a perk every two levels, not a perk for each level as in F3.
Very nice that the game doesn't warn you about this...

Anyway, I'm almost disgusted by the quantity of glitches on New Vegas... fortunately the game is very beautiful.

Problem with single bullet reloaded weapons, IE all lever action weapons, 357mag and variants, and the hunting shotgun in regards to staying full of Hand loaded Ammuntion.

These weapons will only keep 1 special Hand Loaded (JSP, SWC, JHP, etc) even after topped off to full only after switching from the forementioned weapon and then switching back.

for example, load Lucky to full with JSPs and then switch weapons to anything else..then switch back...only 1 bullet in the chamber.

I cant seem to find a workaround for this and it is soley happening with special hand loaded ammo.

La Longue Carabine is the exception to this since the reloading animation is unique, and the bullets are sort of dumped down the feeding tube (proves reloading animation with special ammo is or has alot to do with the problem)

Also if you try and load a single bullet reloaded weapon while running sometimes your gun will leave you unable to fire, aim, or use vats.

Somewhat related is that the .44 magnum SWC handloaded round is only available after passing the skill checks from Jules AND having the Hand Loader Perk.

These bugs have effetively owned my 2 favorite perks (Cowboy and Hand Loader) and has reduced my badassedness from around a "High Planes Drifter" caliber desperado type, to a mal-nurished and slightly irradiated yellow bellied Roy Rogers charactature with a penchante for picking broc flowers to braid into my prized jackasses gnarly mane while trying to talk my way out of any confrontation...good thing cowboy still augments my HATCHET DAMAGE!

Unrelated, talked to 3 people you need to talk to for Raul's super secret side-quest of ambiguity for his sweet Full Maintenance perk and seemed to work rather well until everyone was spoken to and Raul had responded to each person like a pro....he, however, wont give up the goods and fails to offer up the right dialouge to capitalize on such a misguiding quest. havent seen this specific type of bug listed yet for this quest...dont think it has anything to do with Ranger Andy and all that jazz. but who the heck really knows? not even Bethesda apparently. I loved everything from Elderscrolls to F3 and i even love NV but they did a shameful thing releasing this game like in the state that its in...but thats the way business is done these days....time to liquidate and move to Tiajuana with my prized [censored] Borracho, i always told him i would take him to his homeland.

There are many many others i have encountered but they seemed to have all been covered by you rediculously awesome and devoted gamers.

I would try clearing the game cache and/or system cache and then starting a new game, if all old information is off the system from prior gameplay and your still having problems then it may be a disc problem...i say go rent the game and see if you still have the same problem. mebeh

the last patch probably broke this quest, so its sort of safe to assume that the next patch will probably fix this.....although that may be some pretty wishful thinking.

Abandoned Brotherhood of Steel Bunker is locked and there is no key anywhere to open it. Completing the Still In The Dark and Tend To Your Business quests does not unlock this location.

There is a Dean's Electronics Repair skill book inside (according to the strategy guide).
