I don't see how a game is great with no Level scaling. It either becomes a snooze fest at high levels or a pain at low levels because the game doesn't allow you to explore which is the number 1 thing your suppose to do in an Open World game.
Then why not just leave out all enemies and drop the leveling system completely? Exploring may be a big thing in Open World games, but if it wasn't for the challenges to overcome (killing enemies fx) then what's the fun in it? And btw you could kill Casadores at level three in nv if you were really devoted.
When comparing Skyrim to Fo3 I'm mostly dissapointed with the perks in Skyrim. FO3 (and nv) offered way more options to create unconventional character types, like a flamethrowing cannibal-tank, a silvermouthed sniper assassin, a fistfighting drunkard, an explosive computer nerd... you could combine the perks in so many ways and come up with some pretty creative types, and it was fun, unlike Skyrim.
