That would be the malarkey I mentioned. I'd imagine there are similarities between the design of the Xbox's operating system and Windows though, no? Additionally as I kind of got to at the end, I was attempting to express that this would be more suited to the next console generation, if unsuccessfully (there are even some rumours flying around that the next Xbox will be using Windows 8 as it's base operating system, very sketchy rumours though they may be).
Even if the next gen consoles could run the CK entirely, Bethesda would still need to modify it. Its designed for computers and would be terribly difficult to create anything with it if it was on a console. so Bethesda would definitely need to make it more usable for console users (a specific stripped down version). I wouldn't be surprised about the Windows 8 base either. I'm pretty sure the next generation of Windows Phones (WP8) will be transitioning to a Windows 8 base/kernel for cross compatibility app wise.
I'm sure some would argue against that point. What defines a 'waste' of resources? It would boost sales for sure, and is that not the point?
It would most certainly boost sales and be a major selling point.
But that is also good no? Modders getting the chance to work hand in hand with Bethesda. I personally would love to see competition between modders to give their best output of mods and packs, and maybe someday a few of them will be inducted into the ranks of Bethesda's content developers

Competition is good in some areas, but I don't think modding is one of those areas. Modding is currently a hobby for most of these modders. Once you introduce the option of payment it no longer becomes a hobby you dabble with for fun. The fun of modding is stripped away and modders only work for the chance to get money. What happens if a mod is chosen? Does it cost money for just consoles or PCs as well? I think recognition is the most motivating factor for modding and the Nexus already does a great job with that, which brings me to my next point. If something like this were to take place it would almost certainly be required for the mod to be uploaded to the Steam Workshop. The Nexus would see a huge drop in users most likely since all the good mods would be going to the workshop for the chance to become a purchasable mod.
