(Understand this is due to idiocracy with Steam and not solely Bethesda's issue entirely, but they do collaborate and Bethesda is the client so they could have dictated how this went down.) To put this in perspective for those who don't get it when people are irked about not playin something they bought, or even being able to install it...
I am 40 something years old and been gaming since many of you were little more than a thought.

I work 58+ hours a week, go to school full time and have kids to tend to and worked out a deal for the wife to let me sleep in till 9-10 so i could play this morning.
For me, a lot of planning went around this and not even being able to install the software let alone play is just a poor business model for any type of security. "Hey the bank opens at 8 normally but the guards don't want to come in till 11 so you'll just have to want to access your safe deposit box." When I pre-ordered I was never told "Hey old dude, you can buy it at midnight but you can't play for 3 hours after.) That would have saved me spending 8 hours of PTO ($240.00 $30.00/hr) to play a $75 game. Sure I have all day but thats 3-4 hours playtime I was robbed of on my planned New Vegas vacation!
As for coding to determine your timezone, that can be done in about 3 different ways, from the system settings, IP or super secret method.
I bought the collectors editions of FO3 and FNV and several other Bethesda products through the years including the original Arena: The Elder Scrolls, which sits up there with the old school greats like Betrayal at Krondor. I loved the first 2 Fallout games but missed the off color humor and presentation of the first two. FO3 grew on me, as a FPS but it was something alltogether different than the fallout I had come to know and love. To cost me all of this time and lost play because of poor project management and the failure of the one core project planning principle, the customer's wants and needs. I can honestly say I do not think they thought of the EST, CST PC players who would vest their time and money to support a midnight release only to go home and be unable to even install the product.
<3 to the Fallout OG's working on FNV I know you put something in there for me. I just hope its not like the armwrestling Supermutant that beats you and after the screen blacks out you wake to find a couple items including a ballgag in your inventory.
