Consoles have made the series what it actually is today. Having the game PC only would mean it would be a very limited market. The only reason Skyrim has become so popular is because of Morrowind being on the Xbox and Oblivion being on the Xbox 360/PS3.
Without the huge success all their games have been, they wouldn't have had the budget, the time or the staff to make the game what it is today. Therefore Skyrim wouldn't be anywhere near as big and feature packed as it is now, the audience just wouldn't have been there.
The whole "consoles have limited this game" argument is getting old now. And it's just plain wrong.
Actually its partly true.
Consoles in general have helped the TES series expand, yes, but from a hardware perspective, it has held back the game and many other games from what they could have been if they were PC only. (Budget aside)
Its a double edged sword really. We need the console market to keep games alive and selling, but they are limited by the hardware of an ancient computer.
The best time, tech wise, for games is in the first few years after a console's release, because the hardware is new and up to date. Once the next consoles are out, then we will see a jump in the games from a technical perspective, because they will have the console market to back them and the hardware to back the developers vision. But as it is right now, Microsoft and Sony are milking things as much as they can.
