I've read that the normals in Oblivion are a mostly blue-tinged style normal map, where as Skyrim's normals use every colour of the rainbow. My normal maps only come in shades of blue, like Oblivion normal maps and wheen I view Skyrim normal maps I see very many different colours. I believe the difference has to do with Skyrim's normal maps being generated in a 3d enviroment, like 3dSMAX where as Oblivion's and my normal maps are generated in a 2d enviroment, like Paint Shop Pro.
Yeah, the all-colors are object-space normal maps; but, only the body and head models use those. Weapons, armor, most everything else... all use the same tangent-space normal maps that Oblivion uses. You can open up the vanilla normals to see for yourself. What I'd do is generate a normal map and then copy-paste the material areas (blades, ornaments, etc) while leaving the hilts and stuff intact (since the vanilla normals are generated from high-poly models, not just from the diffuse texture, they're probably going to look better). Just make sure to re-normalize the texture after painting, and it should be fine.
