There's no way people signed up to this beta to make this game better for every one or because they enjoy looking for bugs. Thats a load of crap, testing isn't fun it gets tedious and repetitive, playing games is fun, that's why we signed up we all want the game, don't act as if you have some noble cause. If you get into the beta play the game and get the job done, do what is required of you

You can have both if you are an actual thinking being. You want a free expansion in exchange you look for bugs and post about it. Trade off and since you are upholding an agreement it is in effect Noble.

It was released for free by BS, so yes it's legal... As far as being safe, I haven't used it, I just knew about it. But UESP is one of the biggest TES communities there is, so I don't see them putting something on there site that is not safe to use.
