Actually high-level events of Tactics are canon, whilst the ending of tactics is not known it is known that the Calculator, Vault 0 and all that [censored] happened. The Enclave have outposts which repaired ED-E with [censored] licence plates. I can't tell whether you keep refering the the camps like that as some kind of insult so whatever, they were outposts far from Raven Rock or Navarro whilst it still exists and will have largely managed themselves and not relied on the main Enclave for supplies, given the distance and the Enclave's own need for secrecy. I see no reason why the Enclave is a powerhouse in Illios, especially given the state the Enclave was in in 2242 and the state which ED-E turned up in.
I believe ED-E's state can be explained by the quest, as well. ED-E was being developed with Duraframe alloy, but development was switched over to Hellfire Armor. I would think that outposts in Illinois would not have the same resources as their headquarters in the East or West. Furthermore, Eyebots were fairly common in the Capital Wasteland, so I see no reason why the higher ups in Chicago would have 1. the Duraframe to repair ED-E or 2. the care to repair a lowly eye-bot with expensive, power armor materials.
Additionally, even if I accept your hypothesis that they are outposts unconnected to the brass of the Enclave, the fact remains that there are multiple outposts within one city, which means the Enclave is not dead and there is still room for meeting the Enclave in future games. I'm looking at it optimistically. The Enclave were far more threatening than the Caesar's Legion, and far more interesting than Super Mutants (even led by The Master).
