TES: Romance of the Three Kingdoms.
ROT3K is more of a tactical game, but it has a lot of political things -- kissing up to your patron and stuff like that. Making the people like you by dealing with problems. Plus I like the universe and the factions.

TES: Suikoden.
Build and people your own fortress, Vicki the teleport mage that sends you to the wrong place when she sneezes, farming and crafting to make money, a pretty robust trade system (there's a major recuiting quest for a merchant for your hideout that requires you to make a lot of money buying sugar in one town and selling it in another). The mystery of the True Runes is pretty cool as well. Apparently possesing a true rune makes you immortal and no one knows who has them or how many there are.
