I might be wrong on this one, but isn't that sort of what the perks do? To seperate from specialized and non-specialized skills?
Think he is referring to hand to hand, acrobatics and athletics.

What I meant was that acrobatics, h2h, and said skills should have been in the game to give more variety. Obviously acrobatics was broken as hell in Oblivion, but i still would like to see perks that allow me to increase my jump heigh, let me do backflips, paralyze someone with a punch, etc

Okay, prediction confirmed.

They don't have Acrobatics in the game because they're trying to keep people from jumping out of the city-cells WITHOUT having walls so high that you can't even see out of the cells. Also, how did you level Acrobatics? By jumping everywhere you went like a lunatic. Pretty much no other way to level the skill except by constantly running from Anvil to Bruma to Bravil, hopping up and down as you walked the miles like a [censored] total spastic, so if you wanted to level Acrobatics, that's what you did. It svcked, it was hard to do, it was monotonous, and it prevented you from fast-traveling if you wanted to save time and just get to a quest rather than walking. It also was absolutely immersion-killing, because who the hell hops from one city to another?

Instead of honing those skills, they removed them completely. THATS what truly limited playstyles
