All that guy did was spoof and make gags and his identity is getting handed out. Anyone thinking its OK to harrass someone they dont even know about a computer game and its content release is frankly an idiot. And if people like Howard ever decided to pack up and leave twitter or even take some of those idiots to court and sue them for harrasment I would laugh my ass off and doff my hat to Howard and any others suing, because the harrasment tards deserve it.
There is a difference between harassing by being obscene and insulting, and harassing by constantly asking the same question over and over and over and complaining over and over and over and making sure all they ever hear is things relating to that question.
The former is an offense and taken to court. The latter, particularly in regards to paid product, and particularly in this case (which would fall claim to suspicion of bias and favoritism in receiving services and information relating to a paid product) would get laughed out of court if they tried to do anything about it, as long as the questions/harassment weren't threatening bodily harm or being obscene. Hell, it would probably lead to a court ordering the person in question to release the information/product or an explanation.
In short - threats/obscene harassment = bad. Filling Twitter and Bethesda's mail with endless "Where is PC/PS3 Dawnguard?" questions, letters and tweets = fine.
