No. Though you just crossed off 3 of 5 of my rather short list. That leaves gambling and my assertion that the writing is better. It isn't my opinion that gambling exists in New Vegas, go to a casino.
That only leaves my statement that the writing is better... and as far as writing goes, the two are leagues apart in quality. This isn't merely a matter of opinion, there are objective standards to constructing a narrative, and Fallout 3's story just isn't very good. The plot holes are large enough fall into, and the dialogue is some of the most wooden, lifeless tripe in the history of RPGs (though admittedly, Oblivion was worse).
. i could care less about writing, this isnt a book, lol. i prefer good gameplay over a good story, so things like weapon mods, iron sights, and reputation are a bigger deal for me.
This is an RPG. If you don't want good writing, why not play a shooter? The shooting will be a lot better in a game dedicated to nothing -but- shooting, and you won't have to skip over all of that pointless writing.
