A lot, but not all.
Some lore is out-game.

I'm not going to claim to be an expert on the lore, but I can say that you can learn a great deal of it by reading some of the in-game books. It's a starting point at least... that will lead you towards the USEP website:

One of the first books I took my time to read, was the Oblivion Crisis. After that, I proceeded to read the Dragon War, the Rise and Fall of the Blades, and the Dwemer Inquiries I, II & III, among others. I'm still searching for The Wolf Queen, Vol 1.

My favorite books are not even in this game...36 Lessons of Vivec. So much to interpret. You will likely have no idea what it is talking about the first time you read it tbh. I didn't. Though I did pick up in some things.

I dont read real life books and never read them in oblivion but have read many in skyrim and very much enjoyed them. The wolf queen and barenzieh series are a long but a interesting read. Some shorter ones I liked are palla 1&2. The locked room and a game at dinner.

My favorite books though are the argonian account 1-4 .. I could imagine the characters and the scenes described and think it could make a fantastic real life big budget movie.

Got many books left in my house left to read, I wish there was a purchasable home with a library that could store every book on a and mark them as read/unread, I know I will miss some books because of a lack of said features.

This is the biggest head scratcher that I have with the game.

Oblivion had four books stores... Skyrim has a big, fat zero. They could have at least added one store in Solitude, since it suppose to be the seat of Imperial influence.

I remember seeing a mod, which highlights what you've read and what not.

Nords in their majority, don't exactly seem like avid readers. Any store, selling books exclusively, wouldn't make sense inside the game's setting and this seems to be the reason behind Bethesda's decision to have books being sold at general stores. The bright exception ofcourse, is the Arcanaeum in the College of Winterhold.

I only put the books I've read on the book shelf. The rest I keep in the nearest cupboard.
