I have to disagree with the OP. While NV does have its share of problems and faults, its hardly terrible. I have found the game to offer many challenges I faced in Fallouts 1 and 2, such as items and gear being harder to come by, caps being harder to earn, and the fact that enemies are, at any level, a serious threat.
In FO3, I could rampage my way across the capital wasteland and dominate anything, from Super Mutant Masters to Deathclaws, there was nothing that could stand against my character. However, in New Vegas, the tables have been turned around completely. Every combat situation must be approached with caution. Creatures such as Deathclaws live up to their name once more as they have, so far in my journey, been the greatest threat I have come across. Super Mutants are very much super. Even raiders pose serious concern as they can, with numbers and well placed shots, reduce you to a smoldering heap of goo or ash.
I have also found the lack of readily available stimpacks and rad reducing chems in the Mojave to provide much of the old challenges from FO 1 and 2 brought back in full force. The reduced number of these items forces the player to act more strategically, than run 'n' gun their way through the game. It also makes equipment management more vital as well, especially in hardcoe mode. You have to keep an eye on your number of stims and chems, as they are VERY precious now, unless youve discovered the secret to making millions of caps to keep buying them from vendors.
That is another renewed challenge in Fallout New Vegas, making caps. Making money is vastly harder in New Vegas than it was in FO3. Quests pay a lot less, even if you can speech or barter more caps out of the people you quest for. Readily available items off of enemies are worth a lot less as well.
The addition of things like the realoading bench and different ammo types adds more levels of versitility to the game. Now players have to evaluate their enemies and use the appropirate ammo to bring them down.
My biggest gripes with FO New Vegas are the bugs and broken quests. Fix those, and this game will be able to stand toe to toe with FO 3.
