Alright, let's start with your most outrageous claim...
It's quite simple to understand. Right after the empire signed the treaty to ban the worship of Talos gave the Thalmor the authority to go to Skyrim to enforce the ban of talos. Many of the nords (Including the 2 nords, Ulfric and Galmar who once fought for the empire now is fighting against them) do not respect Emperor Titus Mede II simply for that reason alone.
The Thalmor only began enforcing the Talos ban
after the Markarth Incident. Before that, the Empire turned a blind eye to any Nord caught worshipping Talos, however they did encourage them not to attract too much attention so that the Thalmor
wouldn't find out. When the Forsworn took Markarth, however, Igmund asked Ulfric to help him retake it. Ulfric promised to do so in exchange for free Talos worship, and Igmund accepted his offer. However, after Ulfric took back Markarth the Thalmor caught wind of Igmund's offer. The Thalmor threatened to go to war against the Empire if the man responsible wasn't incarcerated. Igmund, being the slimy bastard he is, fingered Ulfric and let him take the fall. After this whole debacle, the Thalmor decided that the Empire's enforcement of the Talos ban was unsatisfactory, and so set about enforcing it themselves. The Thalmor's presence is Skyrim was not a result of the treaty negotiated at the end of the war by the Empire, but by Igmund's incompetence and Ulfric's stubborn pride.

wonderful book covers pretty much everything about the Great War and its consequences. On the section concerning the White Gold Concordat, it never states that it allowed the Thalmor to enforce the Talos ban.
