Err is a GeForce GTX 560 Ti Twin Frozr II/OC better than the normal ti?
Yes, it comes with superior cooling and a slight overclock.

My rule of thumb for video card selection is anything with two or more fans from a good brand. Gigabyte is my favorite, but ASUS, MSI, Sapphire, and EVGA I trust as well.

No, but high should be easy. That laptop is heavy on the CPU power, weaker on the GPU. For gaming you want it the other way around.

I would recommend against spending that much on a laptop. They can't be upgraded, have a shorter lifespan, and cost more than a comparable desktop. I'd get something $500-600 that can play your games smoothly (medium for skyrim is fine) to hold you over until you can build a decent desktop. Custom desktops are so much more rewarding.

Koroush Ghazi goes into great detail illustrating the differences between various graphics settings options for Skyrim http://www.geforce.com/optimize/guides/the-elder-scrolls-v-skyrim-tweak-guide/#1

Most of the settings have very little or no impact on frame rate, other than anti aliasing and shadow detail. My graphics card is the 5830m, which is weaker than the 560m in the Asus G74SX in your link. Skyrim runs just fine at 1080p using FXAA instead of regular anti aliasing, but with all the other settings completely maxed. My average frame rate is 40-60 fps, although occasionally it drops below 30 in Markarth. Since the Asus G74SX has a faster graphics card and the display resolution is lower (1600x900), it should run the game faster than my laptop.

Unless there are some specific importation problems in your local market, you should be able to find a laptop under $1000 that can run Skyrim at 1080p (or 1600x900) with most settings maxed except anti aliasing. Also, keep in mind most mods have very little or no impact on frame rate, and if you like a certain graphics mod but it turns out to slow down the frame rate, you can probably find an alternative. As toothman mentions above, however, keep in mind a desktop would be cheaper, of course, and for most laptops you cannot upgrade the graphics card in the future.

The 560m in the Asus laptop you linked to earlier is significantly faster than the 555m, but the 555m should still be able to handle Skyrim at 1080p (with reduced AA or using FXAA instead of regular AA). You didn't list a CPU in this Dell laptop, however.

Yes to both. The individual parts each have an installation manual, the most important being the ones for the MB and PSU.

There are a thousand tutorial sites, many with video clips. In almost every language. Google (or Yahoo) is your friend.

No. The parts determine the capabilities. Hooking them up is the same general process. Anything special is in the manual.
