One of the things that I love about games from Bethesda is all the clutter laying around. Random useless junk that adds a sense of realism to the game that few other games capture. Though they touched on the potential with their weapon schematics, I think they can do a LOT more. Both in the customizing and creating weapons, and with other things. I'll save my views about that, though, for a different thread.
I'd personally love to see more options for setting traps and making things out of your environment. The cobbling together of detritus lends itself well to the feeling of being a wasteland survivor, the struggle to make things you need out of what little you got. Perhaps rigging a doorway with a grenade, tin can and a wire? Or a bucket of some type of deadly liquid perched precariously atop a tipping tower cracked open door? A few well placed mines on the support structures of a building rigged with motion sensors? A jury rigged car reactor? The ideas with the mines and the baby carriges was wonderful, so too with the tripwires and the shotguns. I so wanted to see more of that in FO3.
As for normal weapons, I'd suggest things with a western flair, considering the setting. Shotguns, revolvers, sticks of dinamite, anything out of an old western. Considering the look of New Vegas, though, there's also likely a lot of high tech weapons, and with the New German Republic moving in, one would expect to see some different styles of weapons.
Continuing the afore mentioned preference for random crap, I'd love to see more schematics for creating weapons. But, I think that there should be more options with the creation process. Such as working with the bare minimum of tools you need would produce a weapon that's usable... but not much else. Adding different components and better parts would increase the capabilities of said weapon.
I also think that skills should take into account what you can make and how you make it. Someone with a high science skill should be able to grasp the principles and methods for constructing a home made gauss cannon, but some numb-nut raider ain't gonna be able to pull it off.
