Most likely Legion. They have a hard time dieing. NCR is a close second, but they focus on themselves more than they should, too easily corrupted. Mr House can't do anything without the Courier, and obviously Benny got caught by Legion.

I'd have to say the NCR. The Legion is large and organized, but the thing with the Legion is that they don't have the logistics to defeat a nation like the NCR if the NCR makes this war a total war. Individual Legionnaires may be superior combatants to NCR troopers, but that doesn't matter if the NCR is drowning the Legion in bullets from their factories. And the Legion just doesn't have the supply lines to thrust into the NCR itself. The Legion could probably fight the NCR out of the Mojave for a time, but eventually the NCR will marshal their vastly greater industrial might and kick Caesar out of the Mojave for good unless one or the other sue for peace. The dam is too vital to the NCR to do anything else.

The situation is similar with House and Yesman. Initially, the robot army would be more than enough to evict the NCR from the Mojave, but the dam is too strategic to remain outside of NCR control - it provides a lot of electrical power to the NCR civilian populace. The NCR would bleed heavily to defeat the robot army, but unless House has a robot factory somewhere, the NCR will be able to attrition the securitrons down to nothing unless House or the Courier/Benny/Yesman work out a deal with the NCR.

...I'm pretty sure the House ending has exactly that, though I've not played it yet.

The Omertas start a battle for the strip draining NCR resources.-1 for the NCR
BOS assaults Helios 1 again draining even more NCR resource. -1 for the NCR
CL wipes out a Ranger outpost. +1 for the legion.

I'd just like to add, anyone actually played both NCR and Legion walkthroughs at the Battle of Hoover Dam?

In the NCR playthrough, you're like the ONLY useful person, save for one squad of Rangers you meet halfway across.
In the Legion playthrough, you could literally just stand there for the majority of the fight and the way would still be cleared for you.

I know gameplay =/= actual events, cause by that logic, the average Centurion is nothing compared to a Ranger, but cmon: there's NO organization from the NCR whereas the Legion is constantly giving orders and status updates and providing reinforcements. I think the devs are trying to tell us something...

that is perfectly fine he is one of the better people in this game and does have the best ending technically.

I think the Legion would have won the battle of the Dam but the NCR would win the war for Mojave eventually. It would take a while but the Legion isn't stable due to Caesar's health and the NCR has greater base from which to fight. Also the Legion not only has to defend it's gains from without but to suppress internal descent from the general population and all the other factions in the Mojave.

Personally I think House would just hire someone else. But if that part fails, House would end up sealed in the Lucky 38 while the NCR is defeated at Hoover Dam because of the Legions brain dead method of throwing lives away until they win. Ceasar will die from his tumor, and Lanius would become leader, slaughtering as he raided and pillaged.

Let me tell you how this thread is basically gonna go: me, ace, and a bunch of other bandwagon fans are gonna say ncr, and we would be right about that btw. Martyr is gonna pop in and say House, whoops too late he already did. And Gabriel is gonna give us a really well thought out but still unfortunately wrong argument for the legion. A bunch of other people are gonna bicker for awhile and the threads gonna get to about five pages long then probably get locked due to a post limit. *takes a well deserved bow*

as that will most likely happen i wish to understand what evidence you will use as i already have done because i have had this conversation multiple times with a friend in really life (and i wish to actually have an proper debate with little to no name calling in it

He might have the best ending, but that doesn't necessarily translate into victory at the dam.

I've got no love for the legion, but I think I have to hand it to them on this one. They are organized and motivated...more so than NCR is. It's also worth mentioning that NCR is spread too thin in order to fight and rule effectively.

@Meta basicllly dude I usually say that even if the Legion did take the dam, which they possibly could do at the second battle, I dont see any way that they can hold it, let alone the entire Mojave. The Legion is a tough as nails opponent but its like the Courier tell Lanius at the end of the game, the Legion cant hold the Mojave and the territory that they've already in Arizona and Utah, their army just cant hold up against that kind of strain. If they do then their army is going to be just as strained in not only the Mojave but all the area they cover and at that point you know the NCR is going to strike back, their not just going to sit back in California and watch somebody else take the land that they've fought for the past five years. They're going to send in more expirenced troops instead of the rookies they've got out there fighting now, and sooner or later they'll take back Vegas and the dam. It may be a long and bloody fight, way worse than the one we've seen so far, but like that moron Oliver says, when the bear is pissed it gets stuff done, or something to that effect anyway.
