It's definitely intended. As far as I know if you use the console you have to save, exit out of the game and come back in to enable the achievements again. I haven't tried but you may have to do that if you just open the console, i.e. accidentally press the ~ key. You can disable the ~ key in one of the .ini files. As always, make a copy of the .ini file before editing it.

- Completely randomly, I will get cateye effect while fighting in combat despite not having used any drugs at all.

-Alice Hostetler, after you complete her Mother's quest (that you recieve in North Vegas Square), runs away and then I came across her near the cazador nest near Red Rock Canyon where you have to go for the Thorn quest. She's supposed to be in the Aerotech refuge camp outside vegas.

Also in the same spot, the Vault 34 group you can save if you transfer over reactor control to them, show up there as well.

You can tell them your the one who got them out and they thank you and ask if you need anything, you can ask for a "vault trinket" and he says sure as they took alot with them, but you don't get anything.
