Thanks for the excellent list! Well done indeed, hope you keep it updated even if the mods don't sticky this (which they really need to).
Stuff I've noticed, off the top of my head:
Controls:
-The problems with remapping controls make the game unplayable for many disabled gamers.
-The game assumes the player has a mouse wheel. If they don't, they can't zoom in on the map or zoom in on items. In some cases, depending on the player's resolution, this can make quests and/or dungeons impossible to solve. Again, this is a problem with remapping controls since the mouse wheel is hard coded.
NPCs:
-Many characters can come back to life after you kill them (this is similar to a bug in New Vegas, FO3, and I think Oblivion too), including quest NPCs. I've had Hircine's werewolf come back to life after I skinned it (which may be another bug; skinning the werewolf has no visible effect), and I've heard of one of the Companions (can't remember the guy's name) coming back to life after the Silver Hand kills him. I've also had some of the random encounter NPCs resurrect.
-The Hired Thugs don't seem to have any rhyme or reason regarding when/where/if they appear, additionally they don't seem to scale to the player's level. If you encounter them at level 2 you're helpless, and may have to restart the game to avoid them.
-Quest NPCs that the player must follow (for instance the first two people you meet at Winterhold College) frequently interrupt their speeches to deliver a greeting to the player.
-Similarly to the above, NPCs can and frequently do interrupt the speeches of other, often quest-related NPCs to deliver a greeting to the player, which makes hearing the quest NPC nearly impossible. Even subtitles don't help, since the greeting subtitle overrides the speech subtitle.
-Also similarly, certain dialogs seem to loop indefinitely. In particular, every time I enter Ulfric's castle, he's having the same discussion with his housecarl (I haven't started the Stormcloak questline yet).
-Sometimes NPCs and mobs can get "stuck" during battle, unable to move and/or unable to attack. I've seen this happen to one of the mask wearing liches (can't remember the name, the one with the thief buffs), Aska (think that's her name, the one who helps you fight another of the mask guys), and a dragon. In two of the three cases, the problem ended after I moved closer to the mob; with Aska I had to reload a save.
Graphics:
-HDR cannot be turned off, which makes playing the game quite unpleasant for folks sensitive to sudden lighting changes.
Quests:
-Scripted events seem to have severe problems in many cases, even in the very first scene of the game. In the opening scene there are several points where the player can walk right up to Alduin and stay there indefinitely with no consequences. Neither the NPCs nor Alduin react to the player, and after a certain point they no longer react to anything - they just wait until the player moves to the next scripted event. The only times Alduin will harm or acknowledge the player are when he's scripted to attack NPCs; otherwise, no matter how ridiculous the player's behavior (I very nearly climbed onto Alduin's back!), the player is completely ignored. This sort of behavior is extremely common in scripted events; in most cases the actions of the player are totally ignored to a surreal extent.

Controls:
-While the game is running in fullscreen (haven't tried windowed) my keyboard's volume controls don't work. I have to exit the game to adjust the hardware volume level. Not sure if this is a hardware issue on my end, but since I've never had it happen before, even with previous gamesas games, I'm guessing it's Skyrim.
