Well, Kajhiit having Night Eye for only 60 sec a day is very disappointing. Them not needing weapons early on - I dunno. Does HtH increase any skill? It seems to me that unless it does, even if HtH does more damage to start with, it would still be better to use weapons. We'll see how entertaining it would be to use brawling to gain iformation, but I kinda wanted my thief to be a suave talker.
Argonians, Bretons, Orcs, and Altmer have pretty nice abilities, though. Maybe Altmer abilities will be superseded by enchantment eventually - but they'll certainly make starting as a pure mage much more pleasant. Also, I noticed that all the enchantment perks refer to _armor_ or weapons. So, it is possible that an unarmored pure mage can't look forward to big upgrades via enchantment. Anyway, it would be a long way till there. Ditto with alchemy.
As for everybody else - difficult to say yet, much depends on implementation. Like, will Bosmer "Command Animal" apply to all animals, including the highest level ones? Then it could be very much worth it.
Will there be enough use for money for Imperial Luck ability to be of any real advantage? Will Voice of the Emperor really have a good application?
A majority of enemies will probably have Frost attacks (like in MW fire attacks were the most common), so Nords will probably be OK because of resistance alone.
Dunmer 8 damage per sec fire aura doesn't sound like much, frankly, because I can't see most fights going on for long enough for damage accumulation. And it is no Diablo either, with huge masses of attackers. But fire resistance ought to be worth something, sure.
Redguard Adrenaline Rush looks like an invitation to go to town with Power attacks, sprint attacks, bashes and other stuff that uses a lot of stamina. Still, Berserk is better, IMHO. Whether poison resistance will make up for that - again, we'll have to watch and see.
